TYPE OF FILE: Summary statistics. UNIVERSE DESCRIPTION: The universe of the first file is all establishments, with or without payrolls, in firms subject to Federal Income Tax. All other files are confined to taxable service establishments without payroll. SUBJECT-MATTER DESCRIPTION: This series of three files provides 1987 statistics for establishments without payroll (nonemployers), designed to complement the statistics on establishments with payroll (employers) as published in the Geographic Area Series. The number of nonemployer establishments and their sales is reported by kind of business and by geographic area. One file also compares nonemployer, employer, and all-establishments statistics by kind of business in terms of the number of establishments, sales, and number of unincorporated businesses (sole proprietorships and partnerships) at the national level. GEOGRAPHIC COVERAGE: Data are provided for the United States, States, Metropolitan Statistical Areas (MSA's), Consolidated Metropolitan Statistical (CMSA's), Primary Metropolitan Areas (PMSA's), counties, and places with 2,500 inhabitants or more. In the SC87N3 files listed below, data for each State are available structured as separate files or together in a single cross-State file (XS). Each file name consists of the group name (SC87N3) plus the two-character postal abbreviation (e.g., AL), with the extension .DBF. Individual discs are $150 CENSUS OF SERVICE INDUSTRIES NONEMPLOYER STATISTICS Introduction CONTENTS Background--------------------- IX-5 Geographic Area Covered-------- IX-5 Background Since the 1954 Census of Business, data for individual proprietors and partnership businesses have been obtained from administrative records of the Internal Revenue Service (IRS). For tax year 1982, major changes in IRS processing procedures substantially reduced the quality of Principal Business Activity (PBA) codes assigned by IRS clerks to the records based on taxpayers descriptions of business activity, particularly for individual proprietor returns (form 1040, Schedule C), making it impossible for the Census Bureau to publish data nonemployer firms as planned for the 1982 Census of Retail Trade. In cooperation with the IRS, a subsequent "recovery" operation, using more reliable 1981 codes where available, permitting the publication of limited supplemental data for nonemployer firms, but only at the national level. Improvements in data collection and processing of nonemployer records for the 1987 Economic Censuses--To improve classification deficiencies for the individual proprietor returns, a self-classification inquiry (included as part of Form 1040, Schedule C) was developed jointly by the Census Bureau and IRS, with advice from consultants from the Committee on National Statistics of the National Academy of Sciences. The objective of the modified form is to obtain complete codes for as high a percentage of returns as possible, while identifying those returns requiring further classification (i.e., those which are unclassified or in various miscellaneous or "basket" categories). The resulting form, similar in design to the form used for partnerships, was introduced by IRS for tax year 1985. Subsequent studies have shown that classifications derived from self-coding by taxpayers on the new form are superior to classifications based on clerical coding of the taxpayers' descriptions of business activity. Classification coding improvements gained by the introduction of the modified self-coding tax form have been augmented by the use of automated name-coding programs and clerical processing routines developed by the Census Bureau. Implementing these improvements has made it possible to publish useful data for nonemployer businesses at the national, State, and local levels as part of the 1987 Census of Retail Trade. Geographic Areas Covered This series presents data for the following areas: 1. The United States as a whole. 2. Each State and the District of Columbia. 3. Each consolidated metropolitan statistical area (CMSA) and primary metropolitan statistical area (PMSA) defined by the Office of Management and Budget as of June 30, 1987. A CMSA is an area used to facilitate the presentation and analysis of data for large concentrations of metropolitan populations. It includes two or more contiguous PMSA's which have a population of at least 1,000,0001 and which meet specific criteria of urban character and of social and economic integration. 4. Each metropolitan statistical area (MSA) defined by the Office of Management and Budget as of June 30, 1987. An MSA is an integrated economic and social unit with a population nucleus of at least 50,000 inhabitants.(1) Each MSA consists of one or more counties meeting standards of metropolitan character; in New England, cities and towns rather than counties are the component geographic units. 5. Each county or county equivalent.(2, 3) 6. Each municipality of 2,500 inhabitants or more incorporated as a city, borough, village, or town.(1, 2) For the economic censuses, census areas and borough in Alaska, boroughs in New York, and towns in New York and Wisconsin are not included in this category. 7. Special economic urban areas (SEUA's), which include townships in New Jersey and Pennsylvania and towns in New England with 10,000 inhabitants or more.(1) 1. CENSUS OF SERVICE INDUSTRIES NONEMPLOYER STATISTICS File Specifications CONTENTS General Data Specifications---- IX-5 File Layout-------------------- IX-5 GENERAL DATA SPECIFICATIONS Data Fields. All files are recorded in dBase III+ format. Numeric data fields contain no alphabetic information. A few fields (those in percentage form) have explicit decimals, unlike corresponding data on tape, which carry only implied decimals. On the other hand, many data items are scaled in thousands or millions, and this is noted only in the file layouts. Any data field which is subject to any special conditions (e.g., suppression to avoid disclosure, not applicable) is preceded by an information flag field which contains explanatory codes. Record Sequence And Nonemployer Statistics. In the file SC87N2XS, data are presented for all States then all MSA's in alphabetic order. In the files SC87N3xx (where xx is a State postal abbreviation) place records (or parts thereof where necessary) follow corresponding county records. County and place records contain all applicable geocodes county records for MSA counties carry both an MSA code and a county code. Place records contain a county code; the county code `000' and the MSA and PMSA codes of `0000' are used if the place crosses county boundaries. Place records contain both the census place code and the FIPS place code. MSA records (file SC87N2SX) have a State code of `00' since some MSA's cross State lines. See the Geographic Code Structure on page I-27. Names for geographic variables are carried in files separate from the data files. Each is indexed so that geographic names can be accessed in conjunction with the corresponding data values. See the Introduction to this CD-ROM for more information on geographic variables. Kind-of-Business Labels. Records in the files are specific to a particular kind of business, as identified by the SVC87KB code. The term "kind of business" is used instead of "standard industrial classification" (SIC) because some kind-of-business categories represent either combinations or subdivisions of SIC categories. Titles for each kind of business are available in Appendix B, and also in the file SVC87KB.dbf on the CD-ROM. Kind-of-business titles can be linked to data files using the dBase SET RELATION command. In order to merge data from the SC87N2XS file with corresponding data for States and MSA's from the Geographic Area Series, it is necessary to reconcile the different sets of kind-of-business codes, SVC87KBN in nonemployer files, SVC87KB in area files. Both sets of codes appear in Appendix D. Most of the labels are the same, and simply have different numbers in the two sets. Other labels represent intermediate-level summaries that can be linked to area files only after corresponding data lines have been totaled. Corresponding mergers of SC87N3xx files with SC87A3x files do no present similar difficulties since only the major kinds of business are shown, and in the layout of each record rather than identified by code. Index Files. Each data file has one or more index files which can be used quickly jump to desired records (e.g., using the dBase FIND command) or to change the sequence of access. Available index files are listed in the abstract. Where noted in the abstract that an index is to the "first record for" a particular type of area, the index can be used during dBase FINDs, but the index must be shut off with SET INDEX TO in order to get access to records other than the first for each area. FILE LAYOUT Most data items have an associated "flag" to describe any special conditions applicable. All flags other than `0' indicate that the data are not shown and the corresponding data fields contain zeroes. The codes are the same for all flags, but are listed in the record layout only for the first flag. In the geographic identification field in each file, NA fields contain either all zeroes or all 9's.
