TIGER/Geographic Name(tm) File, 1992 Purpose The TIGER Geographic Name File, 1992 is a computer file that supplies the names of all geographic entities identified with a numeric code in various Census TIGER (tm) geographic files. It is an independent and separately referenced file that can be a valuable companion to the TIGER/Line (tm) files, 1992. History This is the technical documentation for the TIGER/Geographic Name File, 1992 (formerly called the Public Geographic Reference File - Names). The file, organized by state, gives the name that corresponds with each geographic area code used in the 1990 census and in current operations. File Structure There is one computer file for each state and statistically equivalent entity, such as the District of Columbia and Puerto Rico, for a total of 58 files. Each file is identified by its state code (ss) in its label of TGR92Sss.NAM. Each file consists of ASCII text formatted in fixed length 80-character records with fields containing the record type, defining code(s), the name for each geographic area, and any alternative codes. Each file is sorted on two levels; the primary sort uses characters 1-12 and the secondary sort uses characters 75-80. The file for each state/statistically equivalent entity may be purchased separately or as part of a national set, on 9-track tape, on IBM 3480 compatible tape cartridge, or on CD-ROM. Types of Codes The Bureau of the Census uses two coding methodologies for geographic areas, the Federal Information Processing Standards (FIPS) code scheme and the Bureau of the Census (Census) code scheme. The FIPS codes are used government-wide while the Census codes are used principally by the Bureau of the Census. FIPS - FIPS codes have been developed for state, county, county subdivision, sub-minor civil division, American Indian/Alaska Native areas, and place; the types of geographic areas are distinguished from each other by a class code. The FIPS codes are issued by the National Institute of Standards and Technology (NIST), U.S. Department of Commerce. FIPS Publication 5 State Code - a two-digit code assigned in alphabetic sequence to all states and the District of Columbia, followed by alphabetically sorted statistically equivalent areas. Attachment 1 lists all states and statistically equivalent areas and their associated FIPS state codes. FIPS Publication 6 County Code - a three-digit code assigned alphabetically within state to each county and statistically equivalent area, followed by independent cities, with codes assigned alphabetically within state. FIPS Publication 55 Code - a five-digit code assigned alphabetically within state to all county subdivisions, sub-minor civil divisions, places, American Indian, and Alaska Native areas. FIPS Publication 55 Class Code - a two-character code used to distinguish among the types of geographic entities. Each class is in one of three major "groups" that differentiate between populated places, other geopolitical and census units, and institutional facilities. Attachment 2 provides a list of the groups and their associated classes. Attachment 3 provides an alphabetical list of the classes. Census - Census codes have been developed for state, county, county subdivision, sub-minor civil division, place, American Indian reservation (AIRs), tribal designated statistical area (TDSA), tribal jurisdiction statistical area (TJSA), Alaska Native Regional Corporation (ANRC), Alaska Native village statistical area (ANVSA), and urbanized area. The Census Bureau assigns these codes. State Code - a two-digit code for state and and statistically equivalent area assigned sequentially to state names arranged geographically within census region. Attachment 1 provides a list of all states and statistically equivalent areas and their associated Census state codes. County Code - the Bureau of the Census uses the three-digit FIPS county code. County Subdivision Code - a three-digit code assigned in alphanumeric sequence to minor civil divisions, census county divisions, or statistically equivalent areas within each county. Sub-Minor Civil Division Code - a two-digit code unique within a minor civil division, assigned in alphanumeric sequence to divisions of MCDs. (occurs only in Puerto Rico). Place Code - a four-digit code assigned alphabetically to each incorporated and census designated place within each State. American Indian Area Code - a four-digit code for American Indian reservations, joint reservation lands, tribal designated statistical areas, and tribal jurisdiction statistical areas. The codes are broken into ranges as follows: 0001-4789 American Indian reservations 4801-4989 Joint American Indian reservation lands 5001-5689 Tribal jurisdiction statistical areas 5701-5989 Joint tribal jurisdiction statistical areas 9001-9589 Tribal designated statistical areas Alaska Native Regional Corporation (ANRC) - a two-digit code assigned alphabetically to each ANRC. Unique within Alaska. Alaska Native Village Statistical Area (ANVSA) - a four-digit code assigned alphabetically to each ANVSA. Unique within Alaska. Urbanized Area Code - a four-digit numeric code assigned alphabetically to urbanized areas within the United States and Puerto Rico.
