Learn about recent developments concerning AES, (Automated Export System),
the system that enables forwarders and exporters to file their export
declarations electronically. On October 18 it becomes mandatory for
commodities included on the CCL (Commerce Control List) and USML (U.S.
Munitions List) to be filed electronically using AES. However, for State
Department DSP-5 licensed cargo, a paper copy is still required for filing
with Customs prior to departure.
Other regulatory changes, as specified in the July 17, 2003 Federal
Register notice, include a revised definition for the address of the USPPI
(i.e. exporter), the requirement that export declaration information be
filed with AES "when the cargo is tendered to the exporting carrier" and
added data elements in AES for licensed shipments.
By mid 2004 it will become mandatory to file all export declaration
information electronically using AES. Learn about recent discussions in
Washington to license individual filers of export declarations. Understand
the impact of these requirements on your company.
C. Harvey Monk, Jr. Chief of the Census Bureau's Foreign Trade Division
will discuss these and related issues concerning export documentation, and
will be available to answer your questions.
The U.S. Customs and Border Protection will discuss how these changes in
AES impact the export documentation requirements by Customs and will
provide you with an update on the impact of the Trade Act of 2002 and
status of advance filing requirements for exports.
Customs is enforcing proper exemption statements on its export
documentation and requires a paper copy of the export declaration for
State Department licensed cargo prior to exportation. Understand these and
other regulations to ensure that your exports are not delayed by Customs.
Tom Boblitt, Export Compliance Manager at United Parcel Service (UPS) will
join the panel to discuss the current status and impact of the changes in
AES and Customs requirements on its business.
Attend this very timely and important program regarding export
documentation! Don't miss this opportunity to interact directly with the
government agencies responsible for implementing export regulations!
