1) SHIPMENTS TO PROSCRIBED COUNTRIES MUST BE FILED PRE-DEPARTURE
Customs and Border Protection (CBP) regulations require full export
information pre-departure for shipments to proscribed countries. The
list of proscribed countries can be found in 19 CFR 4.75(c). The list
includes countries, such as the USSR, which no longer exist. In cases
where listed countries no longer exist, substitute the successor
nations. We are providing the updated list of proscribed countries
below for your convenience.
Vessels must file complete manifests and shipper's export information
if they sail directly to a proscribed country; aircraft must file
complete shipper's export information whether the flight is direct OR
indirect to a proscribed country.
If you have any questions regarding this requirement, please direct
them to Janis E. Robinson of CBP by phone at 202-927-2348 or
by email [email protected].

2) NEW EDIT FOR AES OPTION 4 LATE FILING, EFFECTIVE JUNE 8, 2004
Beginning on June 8, 2004 the AES will generate the COMPLIANCE ALERT
message "SHIPMENT REPORTED LATE; OPT 4" to the filer if the date AES
receives the data is greater than date of export plus 10 calendar days,
rather than the 10 working days currently permitted.
This change was made in anticipation of the implementation of full
mandatory AES.
If you have any questions regarding this change, please direct them
to the U.S. Census Bureau, AES Branch at 1-800-549-0595 or via email
at [email protected].
