Subject: AES FATAL ERROR MESSAGES

AES Broadcast 08/04/2004 Broadcast # 2004045

**********************************************************************

TO: All Automated Export System (AES) Filers

FROM: Census AES Representatives

Since the AES Commodity Redesign was implemented on June 7, 2004,
we have noticed a marked increase in the number of unresolved fatal
errors. The increased fatal errors will potentially impact our
balance of trade unless they are resolved immediately.

We urge you to be accountable for the fatal error messages that you
receive. Filers with outstanding fatal error messages will receive
examples of the pertinent shipment reference numbers. It is
imperative that you correct the fatal errors immediately. Additionally,
all filers should have a mechanism in place to track and monitor fatal
error responses to ensure accuracy, timeliness and completeness of
shipment filings.

According to Foreign Trade Statistics Regulation 30.64(b):
"For shipments where the exporter or their authorized filing
agent has received an error message from AES, the corrections must
take place as required. A fatal error message will cause the shipment
to be rejected. This error must be corrected prior to exportation of
the merchandise." If fatal error shipments are not resolved prior to
export, you could be subject to fines or seizures.

For assistance in understanding and resolving the error messages you
may link to the Appendix A of the AES Trade Interface Requirements at
